What about the EEA amendment and what that means for competency assessments?

"Refer to the Best Practice Guidelines for the Assessment Centre Method in South Africa (5th edition) that was endorsed by the ACSG in March 2015 at the 35th annual conference in Somerset –West."

"Psychological tests measure psychological constructs such as personality traits, cognition, or emotional intelligence. ACs therefore differ from psychological tests as they are not tests but methods or procedures that use work-related simulations to assess work related skills, competencies, and behaviours displayed as observable actions."

"The AC is not a test but rather a method of assessment that focuses on work-related behavioural observation and consists of a number of steps completed in sequential way. As such it is not a psychological test. ACs use competencies, skills and work-related behavioural constructs, rather than psychological constructs, that emanate from the job analysis and the study of work-related constructs. These work-related tasks and behaviours form the foundation of the AC method. Therefore, the AC method is not considered to be a purely psychological act.

However, if psychological constructs are measured as part of the AC by means of, for example, personality assessment, then the psychometric test used to measure personality must conform to the amended requirement for certification with the HPCSA. In these instances the use of these assessments are reserved for psychologists and the HPCSA Scope of Practice criteria apply."

Can I get the in-baskets customised to my organisation?

It is a possibility; however there are costs and contractual obligations that would need to be agreed upon. This applies to behavioural competencies as measured by the CAS exercises and not functional competencies.

Can I use only one or two items that relate to specific competencies I require to measure? I do not want to use the entire exercise

If needed you can administer and score the exercise in that manner. However, keep in mind that if you plan on only scoring 2 items, this should be communicated to the candidate in order for them to be able to focus their attention. This then also means that those candidates cannot be compared to other candidates who completed the entire exercise later on. We do recommend that if you purchase the exercise to have the candidate complete the entire exercise and score the entire exercise.

Some competencies such as creativity, innovation and initiative are not in the CAS V3 competency model. Is this a problem?

The CAS V3 Competency model is based on two Meta studies done by international researchers Arthur, Day, McNelly and Edens (2003) and Bornman and Brush (1993). If the client requires competencies pertaining to innovation or initiative for example, they will need to look at exercises that measure that. What needs to be considered is whether in fact competencies such as innovation and initiative can in fact be measured by a static exercise as is found in the CAS V3?

What do you do when a candidate doesn’t finish an in-basket?

During the administration the administrator (also stipulated in the user guidelines) informs the candidate that they should try and complete all the items as all the items are rated. It would be unfair if only the completed items are used to calculate the candidate’s score. Some candidates may have rushed through all the items in order to complete them (as instructed) and they may then be penalised for this as opposed to the candidate who completed some of the items but did so thoroughly.

What if other competencies are elicited during an exercise? Do you build it into your report as a value added extra?

The CAS V3 has item based rating scales. This means that these other competencies cannot be rated on the score sheet for that specific competency.

However, if the candidate displayed a remarkable illustration of a specific competency this can be incorporated into your report to state that this was illustrated. The report is the only aspect where this can be incorporated. The elicited competency cannot form part of the overall performance of the candidate.

Why does the CAS V3 not have model answers?

Because the CAS V3 has item specific BARS (Behaviourally Anchored Rating Scales) they can be seen as a guideline to score. Therefore model answers are not necessary. Also model answers at times could restrict the assessor to expect only certain responses from a candidate and then rating any other responses as negative. The item specific BARS allow the individuality of each candidate while still ensuring standardisation of the scoring.
